# The National Crime Agency (NCA), our Modus Operandi

The National Crime Agency is a new division within the Altis Police Force, aimed to provide officers with improved weaponry to provide quick ground response to regular officers and partake in specialist division patrols when fit, Additionally they are provided specialist equipment to prevent illegal substance and weapon distribution. Within these three main operational circumstances the National Crime Agency seeks to emphasise teamwork, communication and professionalism to the utmost degree.

# NCA Organisational Structure

The National Crime Agency consists of 8 different ranks, each having their own responsibilities within the division's operation and access to the appropriate gear for their rank.

# Chief and Deputy Chief

The Chief and Deputy are officers selected by Police High Command to preside over the entire division. This entails responsibilities such as upkeep of the handbook, database management, disciplinary action, and effective communication of division issues to high command. They are trusted to upkeep the National Crime Agency's Modus Operandi to its fullest extent.

# Operations Officer

Leader’s of current operations, they are highest non commanding officer with in National Crime Agency and are expected to understand the full knowledge of National Crime Agency as well as clear and outstanding communications. Operations Officers also have the ability to deem a situation as an operation if the situation is within NCA's interest - Only when on NCA patrol.

# Senior Field Agent

Senior Agents have continued to expand their use of the National Crime Agency's core operating principles and are contributing members to the division's success.

# Field Agent

Field Agents have proven their solid rule knowledge, professionalism, teamwork, and communication and are expected to uphold all these core operating principles to the utmost within their work in the division. As such they receive a variety of equipment and the National Crime Agency uniform to distinguish themselves as a member of the division.

# Trial

Trials are temporary members of the National Crime Agency who are there to both accustom themselves to the division and also show their potential as a contributing member of the division.

# Ride along

Ride along's are new officers that have shown interest into NCA and wish to either prove themself or try out the unit before making any full commitments.

# NCA Recruitment Process

Officers within the Altis Police Force must apply for the National Crime Agency using the application form linked here.Please note you must be SPC+ to apply.

Listed below are the qualities NCA command will look for in an application:

  • Good communication skills (working microphone, clear and precise callouts etc.)
  • Familiar with all vehicles and weapons
  • Extensive knowledge of Police and Altis rules, laws and regulations.
  • Knowledge and understanding of NCA rules and handbook
  • High level of roleplay & professionalism

If these requirements are deemed to have been met by NCA Command, your application will be successful, and you will become an NCA Trial. As a trial you must prove to NCA Command that what was put on the application form transpires into tangible evidence of these core operating principles, from which you will be promoted to member at the next meeting and welcomed into the division.

# NCA Rules and Guidelines

# Section 1 - General Rules

  1. When commencing an NCA patrol it is the highest ranking member’s responsibility to whisper to all Police Radio channels announcing the NCA patrol and offering assistance to any panic buttons.

  2. Highest ranking officer from patrol needs to put in patrol forms for everyone who was on patrol.

  3. You are only allowed to taint processors if you have caught someone processing in that processor. You can try to ask where he processed the drugs to get location out, if you did not see him process the items.

  4. You must not log off because you cannot use your NCA equipment for any reason (operation ended, no other NCA available to use equipment etc)

  5. DO NOT give your gear to anyone, anyone caught giving gear will be subject to punishment by police command/unit command.

  6. NCA members cannot be in TFU, but they can be in NPAS, Academy and MPU.

  7. If anyone is caught abusing their whitelisting they will be punished. I.e. taking out NCA gear when not authorised.

  8. When using NCA gear (either on an NCA operation or on a patrol), the highest-ranking NCA member (or a DCOM+) of your party has the final say. You must follow the chain of command. Use common sense.

  9. When TFU is present (as a unit, not when sole members are present) they take priority over leading & communications i.e. major crimes, PD raids, planned operations/events in which TFU is the leading party or initiator of the conflict. If TFU are not present, NCA takes lead unless delegated to a regular officer.

  10. When the NCA is present (as a unit, not when sole members are present), they take priority over house raids and all drug-related situations.

  11. Deeming situations as an Operation can only be announced by Operation Officer+ (or INSP+), Operation Officer will be responsible for leading the operation and taking charge of all involved on said operation, Operations may be declared when the units interest is at heart, This could be scouting Drug zones, Responding to Banks, Hostage situations, Major crimes. This does NOT include gas stations.

  12. MRAPs may only be used in Operation or November Uniform-1 Patrol when being convoyed by 3 or more patrol units.

  13. You may not use your gear on normal patrol. Only Operation Officer+

# Section 2 - Equipment Rules

  1. Ghillies can only be used when authorized by a OP Officer+ or DCOM+. You have to be sniping, exceptions can be made if you have to make a tactical CQC push in a bank, etc.

  2. Maximum of 2 flashbangs per person.

  3. Maximum of two large-capacity weapons on patrol (Spar-16s, MXSW, etc).

# Section 3 - NCA QRF Rules

A QRF patrol consists of 2-4 NCA Members in a normal patrol channel, for example, Kilo Victor 3, There is no limit to the amount of NCA QRF Squads that can be active at any given time, However a minimum of 2 people must be in the QRF vehicles.

  1. There Must be at least 2 PCSO+ on active duty to perform QRF patrols.

  2. A QRF Squad must consist of 2-4 NCA members. You require at least one Field Agent+ to begin a patrol.

  3. Ridealongs must be Authorised by Operations Officer+.

  4. Maximum of 2 Undercover Vehicles are permitted during QRF Unless Senior Trainer+ Authorised.

  5. NCA Whitelisted weapons are permitted, max caliber 7.62.

  6. You must only use black vests on patrol squads. No MK2 vest.

  7. You must not cover your face.

  8. No 7.62 suppressors.

# Section 4 - November Uniform-1 Patrols

November Uniform-1 patrols (aka NU-1) are intended to extend NCAs range, and give them access to their higher tier equipment, with the intention of patrolling the further reaches of the map, checking drug fields, security checks (A51/HM/etc) and other illegal areas. It also allows NCA to operate in a large group as opposed to individual patrols.

  1. To start an November Uniform-1 (NU-1) patrol, there must be 5+ Officer of any Kind (TFU, NPAS,MPU, Standard Officers) on patrol, Field Agent+ can authorise NU-1 patrol.

  2. All patrol members must be in the November Uniform-1 channel

  3. You may not go to Redzones unless authorised/requested by Operations Officer+.

  4. Ridealongs (I.e people not on the NCA roster) must be authorized by Operations Officer+. They must use whatever weapons and equipment they have available in their normal police shop, and must have applied for NCA.

  5. A maximum of 2 MRAPs may be used during NU-1 patrols. Must be convoyed by at least 3 normal patrol units.

# Section 5 - Drug Class & Prohibited goods

  1. If a suspected is caught with 5 or less it's classed as Possession of illegal Substance Which can be Fine from 10k-50k Depending on the amount.

  2. If a suspected is caught with 6 or more it's classed as Possession with intent to supply which is a more serious offence and could be fined from up to 70k-300K Or even prison time.

  3. The legal restrictions in the Misuse of Drugs Act 1971 prevents all members of the Altis to possess any illegal drugs, Caught doing so will lead to prosecution.

  4. The possession of Prohibited goods protected by Offender Management Act 2007 will prosecute any member of the public that has Prohibited goods in possession accordingly.
