Patients are always more important and should always take priority.
# Responding
When arriving on the scene, it is always best to follow the OTR procedure.
O - OBSERVE - While arriving on scene and once you have, take a look around, if there appear to be people still hiding in buildings or using cover it is most likely that the situation is not over and it would be best to wait a bit for example.
T - TALK - After ensuring the situation is clear and safe for yourself proceeded to talk to the patients and or any bystanders to learn about what happened and whether it would be safe to continue reviving people.
R - REVIVE - If after both your visual checks and verbal ones you are satisfied with the situation is clear, revive in the correct reviving order.
# Specific Scenarios
